  Directly under Ministry of Education, PSCSJ was established in Northeast Normal University (NENU) in 1979 according to the Agreement on Educational Exchange between the Chinese and Japanese governments. PSCSJ, admitted by the Japanese School Education Law   and sponsored by the Chinese and Japanese governments, is the only specialized school for the short-term intensifying Japanese language teaching for Chinese students going to study in Japan.
      Being the largest among the educational exchange programs between the Chinese and Japanese governments after the normalization of the diplomatic relations between the two countries, PSCSJ has always been highly valued and supported by the Chinese and Japanese governments. The Ministry of Education of the PRC takes PSCSJ as a Training Center for Chinese Students Studying Overseas directly under its leadership. It is admitted by the International Affairs Office of Ministry of Education and State Test Center that those who have obtained the certificate of the advanced course in PSCSJ can apply directly for studying abroad sponsored by the Chinese government without taking part in the WSK test. The Japanese government has admitted that one-year study in PSCSJ is an equivalent to a supplement and completion of twelve-year elementary and secondary school education, and has embodied it in the Japanese School Education Law.
      At present, there are over 350 students in our school: over 110 are doctoral and postdoctoral students; over 30 are students from Xinjiang; over 30 are students for scholarship and over 200 are students for advanced studies. In recent years, a comprehensive Japanese language teaching system at elementary, intermediate and advanced levels has been set up in PSCSJ. Also an English course has been provided to meet the studentsf need.
      PSCSJ boasts a complete set of teaching facilities including a first-class language laboratory, a recording room, a multi-function hall and other electrical audio-visual aids; one computer room with over 120 computers linked with internet; one info-reference room with relevant data of Japanese state-run, public-run or private universities and language schools. These data are provided periodically by the Japanese International Education Cooperation. In addition, the TV education programs by Japan, HongKong and other countries and regions can be directly received through satellite audio-visual system in all the classrooms and offices.
      Through the joint efforts of both Chinese and Japanese teachers, a unique comprehensive teaching system, an effective theory system of intensifying Japanese language teaching in short-term and its special teaching materials and methods have been set up in PSCSJ.
      In the years of development, in PSCSJ has been formed a highly qualified, energetic teaching staff consisting of both Chinese and Japanese native teachers rich in experience in short-term intensifying foreign languages teaching. The teachers from China include 6 professors, 7 associate professors, 13 lecturers and 4 engineer. The teachers from Japan who are selected and sent by the Ministry of Education of Japan are highly qualified experts experienced in teaching.
      Every year there are 16 experts working in PSCSJ: the language teachers mainly from Tokyo University of Foreign Studies and Japan Foundation of International Exchanges; science teachers mainly from the Tokyo Institute of Technology.
      For many years, PSCSJ
has laid emphasis on enhancing the teachersf professional quality insisting on the principle of high quality and strict administration. There is a seminar on short-term intensifying language teaching for experts and teachers from both China and Japan every year. The teachers from both sides exchange their teaching experience periodically. We also send teachers to study overseas so as to enhance their professional quality. Up till now 90% of the teachers have studied abroad.
